I've always said there's no escaping the past, but this isn't exactly what I meant.

Were I a younger man, I think I might have tried to make a life here. As it stands now I just want to get home.

I've a question, however: is the registry being used to perhaps reunite those that may not find each other otherwise or is it simply a tracking mechanism? I personally don't need that sort of service but with the state of things it seems important to allow people familiarity.

It is an excellent question, but I believe you misunderstood the core intention behind the implementation of the trace. Its sole purpose is to ensure the parts of the wizarding population for whose very protection the curfew has been set in place adhere to it. The sheer amount of spells recorded every day is high as is, to add the spells performed by all pureblood witches and wizards comes with the risk of muddying the waters.

For example, as it is now, any instance of a half-blood or muggleborn witch or wizard apparating after the curfew is picked up by the Improper Use of Magic office. The implications of a broken law aside, they also know this citizen to be in a potentially dangerous situation, and can react accordingly. Now add all the apparating and disapparating done by pureblood witches and wizards, all of whom do not appear to be in any danger at this time, and thus are free to roam around at night – how easy would it be to miss the one muggleborn or half-blood who tries to do the same? How devastating the consequences for them, their friends, their family?
