I believe one thing that the Ministry here must realize is that many of the people that are being taken from their own times and placed here instead come from a time and place of heavy and complete distrust in the Ministry and that is not going to change in them easily.
For many, many years their Ministry was almost wholly corrupt and allowed a violent and divisive regime to take over and cause pain and havoc across wizarding Britain. Telling people that this Ministry is right and good is not going to be enough to convince those inclined toward being skeptical, unfortunately.
While the Ministry has been very kind in providing assistance for those time deviants that register, I feel that many people are simply waiting for the other shoe to drop, so to speak.
