Why in the world would the Ministry do that?
[ YEAH IT SOUNDS REAL NUTS ]
No one has any better ideas, unfortunately. However, it's based off of the danger level presented. Since muggle-borns are being targeted more, the restrictions are tighter.
It's awful but there's little to be done for it.
